Another user on same PC is not able to modify a VI and save it under the same name. Error "User Not Authorized".

What OS? Perhaps the other user does not have write rights to the folder?

Most likely the user does not have permissions to modify the file.  Check the file permissions and see if all users have read/write privileges for the file or the folder which the file is in.
