This would be helpful when you are using a splitter to create a toolbar or statusbar or section titles and want exactly the same size for these elements in all your VIs.
There is a property for this which can be accessed programmaticaly. I'm not sure if it's also available in the GUI, although if it would be, I would assume it would be in the property page for the pane.
You can do it programatically, but I'm dreaming about being able to position/resize in edit mode as easily as we resize Other FP objects (select the objects, click "Set Width and Height...", etc.)
