The "LM3S8962 USB" is only in LabVIEW embedded 2011, if you are using another version is necessary to do the procedure I mentioned in the first answer.
Generate your code using the option "LM3S8962", compile it in the Project Explorer and right click on the icon of the ARM, then select "Show Keil uvision". In uvision window, click Flash -> Flash Tools Configure and select the form of programming (Luminary), then click on Flash -> Download. After that initial configuration, you can download the code direct using LabVIEW, but sometimes it fail... This is normal and I recommend you to use uVision to download.

This error likes to be a installation problem in uVision or in the EK-LM3S8962 driver.
First of all, what version of LabVIEW and uVision do you have installed? Do you try to uninstall and install all again?
Two, when you connect the board in the USB, go to "System Properties" in Control Panel and click in "Device Manager". There are some hardware with a "?", if yes, what is the name? If you don't have installed the board driver, it is here: http://www.ti.com/tool/lm_ftdi_driver .
If you give more information, we can help you in a better way.

About this board, I think I can't help too much because I only have experience with LM3S8962...
But this is exactly the same photo of a board in this page: http://www.ni.com/white-paper/7066/en . This is a Tier1 board and apparently have total support in LabVIEW like LM3S8962. The driver will be other, try a search on the forum and in Google about it and LabVIEW to verify if the ulink cable is really necessary.
