Where is NI MAX and Visa?

I wanted to install NI Max on a new computer. I ended up with the Hardware Configuration Utility. When It can't find my devices it will give a pop up message that says to launch NI MAX. This link does nothing.  I have used NI MAX and Visa for decades. Where is my dang NI MAX?

You can't download and install NI MAX by it self, download and install NI DAQmx and NI MAX will be included.

And if you download and install NI VISA, NI MAX is also included.
