You can have both NI and Agilent VISA installed but only one can be active at a time. NI VISA must be active in order to communicate with Agilent Device with NI
LabVIEW or MAX.
You have to follow the sequence described in the below link to do that and it works.

The Agilent instrument is connected via GPIB. The Agilent communication has no problem. I followed the steps here http://digital.ni.com/public.nsf/allkb/CC76C6A93C0F3623862574E50047E269, made sure that NI-VISA is the primary VISA. I do have the NI VISA and NI Serial to USB visa installed.

Hi, I have followed the steps in the link. The Agilent communication has no problem, but I still can not find the temperature controlelr as a VISA resource.

The Agilent impedance analyzer is connected through a USB/GPIB interface. The control in computer is only by LabView.

I strongly suspect the installation issue.
If you do not get any other solution, I would suggest uninstalling everything and installing the software’s in following order
1. Install LabVIEW
2. NI Device Drivers
3. Install Agilent IO Library and make sure you do not set Agilent VISA as an Primary during the Installation
4. Configure NI Max to communicate with the third party IEEE 488 by enabling NI VisaTulip.dll

Hi! I got a new hard drive, and installed new operation system, labview and other drivers on it. Labview is now communicating with temperature controller! Thanks for the help.
