TNT4882 generic pin comfiguration

Hi ,
I am a student doing my final semester project.
I am using the TNT4882 ASIC in the generic pin configuration and one chip mode to develop a GPIB interface.
The problem is ,when I switch on the power supply,all the i/o pins  go high and stay like that.
(I have removed all other components on the PCB)
Is  this normal with the IC?
Please help me in this regard.

All input or IO pins have weak pullup resistors. This is to ensure the pin is not floating when undriven. The pullups are weak so this shouldn't cause a problem if another driver drives them low.
