I thought you are familiar with Labview.
In this case I'll recommend you to start from this page https://www.ni.com/getting-started/set-up-hardware/instrument-control/gpib-connect

Then you will be able to send simple command like "*IDN?" to 590CV.

Put founded instrument address in 590-CV Measurement.vi and try to run it.
