Promblems with HP34401A Getting Started.vi (LabView/instr.lib/hp34401a)

When I try to run the HP34401A Getting Started.vi (LabView/instr.lib/hp34401a), I keep getting an Error.
The following Error pops up:

Error � 1073807300 occurred at VISA Open in HP34401A Initialize.vi->HP34401A Getting Started.vi.
Possible reasons:
VISA: (Hex 0xBFFF003C) Insufficient system resources to perform necessary allocation.

I started using LabView a couple of days ago and would appreciate if anyone could help me out.
I have also made sure that I�ve entered the correct GPIB addresse.

Typically you will see the error if VISA sessions are not closed or you have several applications running at the same time. Try closing other appliations and see if you are able to establish communication. Also, verify in IBIC and VISAIC (ibic.exe and nivisaic.exe) that you can communicate with the instrument and that your GPIB board is properly setup.

I think the problem is that I cannot communicate with the instrument. How do I use IBIC to communicate with the instrument and how do I check if the GPIB board is properly setup.
However LabView instrument wizard can detect and identify the device (i.e HP34401A)
