I want to connect the rs-232 input to Sound level Meter and his ouput to PCI-4451

It looks like this card is an analog DAQ card, but the signals for rs-232 are usually digital signal. This setup may work but the digital waveforms might not help much.

If you're trying to spy on the signals coming in and out of a serial port, sysinternals.com has a serial portman utility. This utility will monitor what data is being sent/receive through the serial port.
