NI VISA higher version already installed

I’d truly appreciate any help on this, as I’ve been trying to fix it for hours! I’m sure it’s some silly mistake I’m making. 

I’m trying to use some old equipment that requires an older version of NI Visa in order to install. However, any time I try to install NI VISA it will not work because the installer on windows tells me a “higher version” has already been installed. I already used the package manager to uninstall NI VISA; and completely wiped all National instruments directories from my computer (took a really long time). Nothing I do can seem to get the current version of NI VISA off of my computer.
