I installed syscfg1800runtime.exe on my WIndows 10 system, but AFAICT it hasn't set up anything to start MAX. Is that expected?

It's a Run-Time Engine.
I am not sure what you expect it to do.

The following page tells me to install the System Configuration stuff to get MAX:
e.g. https://knowledge.ni.com/KnowledgeArticleDetails?id=kA00Z000000P9tuSAC
If that's not right, what should I download?

What are you trying to do?
NI-MAX is automatically installed when I install LabVIEW.

Who said anything about purchasing?
NI lets you "evaluate" LabVIEW.
