Step #2 Decide what tests that you want to perform and if there are "real-time" (synchronous) requirements.
Write a requirements document.
Step #3 Sketch your system and define your I/O, decide how automated the system will be,
(manually fed, or automatically fed from a bin or robotic loader). Write a bill of materials document.
Step #4 Design your user interface and then
simulate your system in software by writing the data acquisition software (.i.e. Labview)
to see if you need to make changes to the requirements or bill of materials.
Step #5 Procure your data acquistion and associated testing hardware, power supply, load, etc
Step #6 Update the software to use the real hardware, then check everything out.
