I am experiencing the same problem again, after so long.
This time happens on a 3rd party chassis.
I am controlling NI-7965R over MXI express from my laptop. It works well with NI 1062 chassis, but when I changed to a 3rd party chassis, I got this -61024 error when opening any FPGA reference.
My system:
Win 7 32bit
VISA 5.2
NI-RIO 12.0
NI FlexRIO 12.0
LabVIEW 2012
Any clue?

I was getting a -61024 error opening the FPGA on a 9146 Expansion chassis.
Eventually I found that if I input a constant to the 'Resource Name' of the Open FPGA Reference and set it to the 9146 the problem went away.
I had tried all the previous suggestions with no luck.
I am using LV 2013 with the 'NI CompactRIO 13.0 - August 2013' software package.
