Opening a TCP/IP port on a system with mutiple ethernet ports such as the 9651 SOM, requires an addition input configuration of the "TCP Listen" function. This is the 'net address' in which you wire the IP address of the specific ethernet port you wish to open the port on.
Without this wired, Both ethernet ports will attempt to be configured and an error will occur.
I've found the using 'localhost' as the string address did NOT work for me. I had to input the actual IP address I assigned to my ethernet 0 port of my SOM.
This is also true for UDP and UDP Multicast.

Jack,
I imagine using "localhost" only works for loopback TCP traffic and won't actually be sent to any ethernet hardware. Since this isn't particular to hardware development I recommend posting on our LabVIEW discussion forums since that's a broader audience of folks who use these LabVIEW functions as well.
