solution:
after talking to NI engineers, it was determined that NOT having a
"TIMEOUT" function in the RT VI and having the execution priority at the
highest level prevents other tasks to occur. To recify situation, you
should include a Timeout into the loop OR change the execution priority to
"Above Average" which should take precedence over the Comm Loop but still
all comm to occur when necessary.
