Recommen NI hardware to drive 400 solenoid valves?

Could someone recommend NI hardware to drive 400 solenoid valves in terms of price and ease of installation/wiring?  I'm developing a simple Labview control to toggle 20-40 valves at a time.  So far, I've narrowed it down to using the Compact Fieldpoint with 24x DI-403 modules.

Valve specs: 24VDC, 250mA (I may need to use flyback diodes on the fieldpoint modules)

If you use the cFP-DO-403 you will definitely need flyback diodes across the coils of the valves.  The closer to the valves the better.  Make sure you fuse the module outputs as well.
