When I buy a cFP 20xx hardware I need buy Labview real time engine or the license is included in the price of the controller.

The LabVIEW Run-Time engine has no additional cost associated with it. This means there is no extra cost for making EXEs, Installers, or other binaries like those made in RTEXEs that run on embedded controllers. The Real-Time Operating System does have an additional one time cost, which is rolled into the cost of the controller. I've seen controllers that come in a Windows or Linux RT option have the Linux RT be $500 more than Windows, like the cDAQ-9134. For this reason if you ever turn an Desktop PC into an embedded RT device, you are supposed to buy a license from NI.
As a disclaimer I've never used any FieldPoint devices but as far as I know they work on a similar principal.
