If you mean minimal current (ie minimal torque) instead of minimal voltage (ie minimal speed), a spike will work. However, a spike only outputs +/- 12v, you have no control over the voltage, so if you really meant minimal voltage it won't work in your application. You also need to make sure that the motor you are powering with a spike is legal per R50.
