We are lucky to have several professional LabView programmers helping with our teams here in Connecticut. However, they all voice a similar concern: how do they download the FRC version of LabView when they already have a working development system set-up. A clear-cut procedure will be useful to help all these great new mentors!

From what i've read the FRC specific LabVIEW version is only available on DVD when you get your Kit Of Parts.
But, the good news is that you probably can give your mentors a copy of the DVD and a licenced seat. see this link:

I understand that. What has these mentors concerned is the effect of installing the FRC version over their own LV development system, since it has a time-limited license. Can someone from NI please address this concern?

I appreciate your concern. The LabVIEW FRC package is a specialized collection of LabVIEW, modules, toolkits, drivers, and some patches. Due to this I do not recommend installing the FIRST Competition DVD on a machine that also has LabVIEW 8.5.1 or 8.6 installed. This has made this software a unique challenge for Support since we all have LabVIEW 8.5 and 8.6 installed.
If you do not have a clean machine to install the DVD the best solution thus far has been using virtualization software, such as VmWARE or Virtual PC. We have AEs running both, and and we have been very successful using them.

The virtualisation sounds like a good idea.
