When no layer is explicitely selected (but we are drawing stuff on a specific one, so there is an implicit selection) the eraser erase data from all layers. This is unexpected.
When a layer is selected, the eraser does erase stuff only on the selected layer (this is expected).
Is this a bug or is this by design?

This is exactly the expected behavior.
We don't want to waste layers, therefore is every consecutive draw action related to the same layer.

I think my question was not clear enough.
I understand the "not wasting layer" concept (all the draw action are on the same layer). What I don't understand is why the eraser does not follow the same rule but instead erase data on all the user layer (the one we were drawing on and the one below if any).
