possible gen output clock signal using USB6509 and Signal Express?

Hi. 

Is it possible to generate a digital signal with a frequency f using the combination of DIO USB-6509 and full version Signal Express 3.0?

I'm not worried about speed for my design. I know the hardware has no clock so it's software timed. But can the Signal Express generate it? Any pointers?
