one channel of ER-8/16 relay does not work

I have one ER-8/16 controlled by PCI 6503

Today I found channel 13 does not work

I open test panel

Other channel works. except channel 13

The screen shot like this...Does it mean this relay is broken..

This relay is the switch of solenoid valve (85mA, 24V)

I parralle connect solenoid valve with one arc supprssor (48ohm, 0.1uF)

I got it 

I changed the cable connecting PCI 6503 and relay  .

It works
