NI 9411 Velocity Problem

Purchased CRIO with 9411 module to measure postion and velocity from rotary encoder.  Motor is running at 32 RPM, 8000 pulse per rev encoder and the velocity data from the 9411 is very inconsistent, rarely get a reasonable estimation of velocity.  I have the 9411 set to quadrature mode.  I am thinking that the 9411 is not able to read enough pulses at this slow velocity???  Is there a way to have the 9411 buffer more data before reporting velocity.  The postion data does count up/down but also shows some inconsistency?  Have tried all timebases for the 9411 with little improvement.

Do you have the FPGA Module installed? Are you programming with the FPGA ?
