For the usb 6009, I assumed this from the manual (digital output): 1.) open collector mode, output is 5V and low current (for me ~1mA). 2.) active drive mode, output is 3.3V and 8.5mA. However, mine is outputting 3.3V and 26.8 - 27mA in active drive mode... Is this normal or anything that may be causing it?

Could you give me more information about your setup? How are you measuring the output (DMM)? What is the output device that you are driving? Would it be possible for you to post a snapshot of your schematic?

As of right now, the usb-DAQ isn't outputting to anything. Just hooked to a DMM in series.
A screen shot of the schematic is attached. I've also tried it using C programming giving the same result.
I'll only be using it in this mode to drive some LEDs so 27mA is fine, I just wanted to check if it was bad for the DAQ

You attached a screenshot of a block diagram - not a schematic.

My apologies. The schematic would only be the DMM connected to ground and a digital output port.
