i can't get the rotation mode cursor to rotate object

There are objects that can be rotated (such as texts) and objects that cannot be rotated (e.g. axis systems).

For objects that can be rotated, here is the description:

Click on the object you wish to rotate. Four little square icons will appear on each corner of the object. Click on one of the four icons, the cursor will change to a half-circle with an arrow on one side and the icons will change from squares to little grey circles. You can now click on any of the circles, hold the mouse button and rotate the object to whatever angle you desire.

Alternative method:
Doulbe click on the object you wish to rotate, in the didlog that appears choose 'Parameters' and then enter the value (0-360 degrees) in the 'Angle' box.
