With only genreal knowledge I can apply some deducive reasoning.

  • If it was not solid I'd suspect a plumb bob

The handle is designed for push-pull twist and lateral motion.  the device is smooth and unscarred.  No gaduation marks are evident suggesting it is not for precision measurement or gauging. the tip is rounded suggesting that ease of use rather that presicion of origin point of application is desired.

Conclusion:

Spoiler
Some sort of veternarary medicine device for treating larger livestock for Collic(sp?) Yuck!

If there is an embedded blade on the backside, it could be a cork borer sharpener. 😄
