Errrrr thats the old way of programming FPGA's.  The reason people moved away from that is the circuits got huge as the number of CLBs increased.  One of my first jobs after my apprenticeship was translating some100 A3 sheets of old FPGA circuits into a few hundred lines of Verilog.
