AF Debug.lvlib causing VI Package Build Error

I'm running into an issue trying to build a .vipb - which has built before.

LabVIEW 2015 SP1 for the code base

VIPM 2017

I tried the build multiple times.  First time I saw this error I mass compiled the AF Debug folder and the build worked.  That has not worked since.

I did uninstall the package prior to building as that was recommended.

Any insight would be appreciated.

Well, not sure this is the right answer, but going in and "hiding" the folder by prepending underscore in Programs Files (x86)/National Instruments/LabVIEW 2015/resource/_AF Debug

let the build go forward with no issues.  I am wondering if the issue is that we're developing AF components for RT targets and the AF Debug uses Desktop Trace toolkit VIs - but that doesn't explain the error 1004 on an Enum Control Typedef from within the library that is a constant on about 4 VIs block diagrams in the AF Debug library.
