Need help to generate a clock burst that is 16 clock cycles

Hi I need some help in generating a gated 16 clock pulse that is used to clock in some data from a 16 bit data

I am trying to find out why this RT myRIO program works from PC desktop, but not when it is deployed to myRIO? This was produced with myRIO R13
