This occurs on all laboratory computers with the latest 64-bit Windows 10 (Windows 10 Enterprise 21H1) and with up-to-date Windows Updates, and with latest Academic Site License (2021 Spring distribution with. LabVIEW 2021 and NI ELVISmx 19.0). Individual NI ELVIS instrument's can be lunched from start menu.

Is there any solution?

Thank you.

Try renaming (or deleting) the Users/<userid>/AppData/Local/National Instruments/NI Elvismx Instrument Launcher folder. This worked for me.
