When I reboot, why does NISerialRegistryMaintenance.exe run?

This is a VXIpc-872B which was ghosted from another VXIpc-872B which has a successfully running application.
We see the NISerialRegistryMaintenance.exe window pop up after reboot on the new pc, but not the previous.
Maybe there's another setting we don't have correct?

It's ok. We solved the problem by removing all the networking Protocol and Adapters on the new PC. Now NISerialRegistryMaintenance.exe runs, but very quickly so all we see is that the window pops up, then goes away. I take that to mean that it was timing out before. Which leads me to believe that the networking was set up differently between old and new PCs. Since we don't want any networking, we just got rid of it.

If you're not using NI-Serial hardware you could simply uninstall/remove the NI-Serial software (in the Control Panel - Add/Remove Programs).
