MXI-EXPRESS Pass Through PCB Works with PXI CHASSIS Not WITH VXI Chassis

I have developed a pass through PCB that acts as a Bulk Head Connector for a MXI Express Bus. It Works fine when I communicate with a PXI bucket, but when I connect to a VXI chassis and run resman I get a 0xbfff0011 error. Does anyone know why this might happen? Thanks

What does the error message say? A screenshot would be very helpful.
