Subgroups disappear after closing project. Is there a subgroup limit?

I have a program that takes in voltage inputs and converts some to rms current values and some to rms voltage values.  I created subgroups to use scaling factors in two seperate formula steps that would output the scaled rms voltage and currents.

After saving the project and reopening, the subgroups are gone and the formula steps have the wrong inputs.

I have redone the project many times with no success.  Is this a common problem? Or are there subgroup limitations?

This issue is currently being addressed by R&D. A Corrective Action Request (CAR) has been filed and can be referenced with #124517.

Is there any other way to work with grouped signals?

This issue turns a basic 6 step project into a 36 step project.

Unfortunately, I haven't found a way to create subgroups without the application removing the settings after closing.
