I am using LabVIEW 2013 SP1 and NI Compact RIO 13.1 so that should be fine. My guess is that the issue is because install order was not correct. Uninstall and reinstall NI RIO? Or can I just run the installer again?
Install logs show the following order:
LabVIEW 2013
LabVIEW 2013 Real Time Module
NI-DAQmx 9.8
NI CompactRIO Runtime 13.0
NI LabVIEW 2013 f2 Update
NI LabVIEW Run-Time Engine 2012 SP1 f5
NI CompactRIO Module Support 13.1.1
LabVIEW 2013 SP1
NI LabVIEW 2013 SP1 f2 Patch
NI LabVIEW 2013 SP1 Real-Time Module
NI-DAQmx 9.8 Patch
NI LabVIEW Real-Time Module 2013 SP1 f1 Patch
NI CompactRIO Runtime 13.1 f1
NI LabVIEW FPGA Xilinx 13.4 Tools
Am I missing anything else?
Is the MDK software (I assume MDK = Model Development Kit) required? I don't belive I have installed this on other machines sucessfully running cRIO.

Reinstalling NI RIO fixed the issue. Thanks!
