I need to convert an IF signal at 44MHz (BW 6MHz) to an RF signal ranging from 80MHz to 850MHz. I guess I have to use VCOs PLLs (programmable) Mixers and Band pass filters. I am looking to find the right parts and evaluation boards if available.

You could try looking at the Mini Circuits web site:-

http://www.minicircuits.com

They have all the components you would need for this sort of thing.
