There is a KnowledgeBase article that describes a couple of potential solutions. Here is the link:
Why Do I Receive a Run-Time Version Error in TestStand When Loading a VI?

A couple of other questions,
1) What version of TestStand are you using?
2) And can you confirm that you are using LabVIEW RunTime 2012 SP1 and LabVIEW 2012 SP1?

Thanks for the link.
1) I am using TS 2012 SP1 f1 (5.0.1.66)
2) Yes. In fact it executed OK with the development system adapter which is 12.0.1 (2012 SP1 f3) but was not working in the Run Time Engine which is 12..0.1 (2012 SP1 f9) - but a mass compile on the nisyscfg folder appears to have fixed it - the vi runs Ok now.
Thanks to all for the help.
