A couple of other questions,

 

1) What version of TestStand are you using?

2) And can you confirm that you are using LabVIEW RunTime 2012 SP1 and LabVIEW 2012 SP1?

1) I am using TS 2012 SP1 f1 (5.0.1.66)

2) Yes. In fact it executed OK with the development system adapter which is 12.0.1 (2012 SP1 f3) but was not working  in the Run Time Engine which is 12..0.1 (2012 SP1 f9) - but a mass compile on the nisyscfg folder appears to have fixed it - the vi runs Ok now.
