IQ Phase response

Are there any available modules that can be used for IQ measurements?

Looking at PXIe-5645R which has an IQ ports, the phase mismatch between channels is around 0.1 to 0.5 degrees.http://www.ni.com/pdf/manuals/373914b.pdf

Would there be an alternative digitizer or other RF hardware having this feature? The price of the VST is around 3X of an digitizer and am not using all the VST features, i only need to have the I & Q ports and measure their magnitude and phase.

You can look at either a dual channel AC coupled NI Oscilloscope, or one of the dual channel baseband FlexRIO products.  

You will have to consider you bandwidth/sampling rate, and your desired resolution and dynamic range.
