What is the protocol? Is it GPIB, Serial or something else? You will need to either program this by yourself, call the manufacturer to find the LabVIEW driver or look for the driver here: Instrument Drivers.

Be clear: what do you want to test? What do you mean when you say 'actions by LabVIEW through USB'?

Since you have designed the board, you will need to provide a communication mechanism to communicate that information to the PC. You can do this by using a communication protocol. Then you can use LabVIEW (or any other progamming language) to get that information to the user.
