error 1931 during installaion of runtime

hello,
During installaion of the teststand runtime on a System preconfigured by our IT department error 1931 comes up and complains about not being able to update c:\windows\system32\kernel32.dll ( because it's protected by windows). Installed on that system is version 5.1.2600.1106 xpsp1 020828-1920 of that dll. I guess I have to update to the xpsp2 version of that dll to fulfill the requirements of teststand. Does anyone know on which bugfixes in xpsp2 does teststand depend on ? I want to convince our IT department to ship the needed version of kernel32.dll in their basic configuration.

I'm very sure that TestStand doesn't require XPSP2 and should also work on PCs with SP1. that shouldn't be the problem (but it wouldn't hurt to install SP2).

you (or your IT) should try the following, also it sounds crazy:

change the winxp language to English (USA) before installation (if you don't already use English).
