Could you please elaborate on the "No"?

2) Is it true that if I create embedded sequences as described in (1), I can then use these sequences ONLY within any of those same embedded sequences.  Are these, in effect, private sequences (to borrow from OO).

If you create an embedded sequences (using your words) you can access these from the ant sequence(s) within the embedded sequences and any external sequences

If you create an embedded sequences (using your words) you can access these from any sequence(s) within the embedded sequences and also any external sequences (eg contained in another sequence file). Therefore they are not private but public.
