Hi Pete,
As Doug mentioned, we did not update the TestStand 2013 synchronization API .fp file to point to the newly named chm file. The best workaround, which you can use even with only a TestStand 2013 Install, is to create a duplicate of the TSSyncServer.chm file, and rename the duplicate "TSSuppRef.chm". This will allow you to use the newest version of the help file from CVI.
