No. You do need at least the LV Base Development license active and the TestStand adapter to execute code in Developement Environment.
The only option to 'fix' this for RTE (regardless of activation) is to create a proper deployment package.
I recommend you to look into the TestStand Deployment Utility as this tool really helps a lot in creating such a package (Image or Installer, just like you configure it).
