Can't load VI into TestStand

In a new action step, I can't load a call to an Agilent 34970 VI.

When I select the VI Path, the UI shows a RED "!" with the  message "LabVIEW: File not found. The file may be in a different location or deleted. ... etc."

The path the UI shows is completely wrong. Where does it get that path? How do I correct it?

Generally this is a search directory issue.  If you go to the path it tells you is the file there?  What is the path it tells you and where should it be looking?
