voltage regulator for battery charger

I have a couple of questions. Im trying to make a battery charging circuit. Im currently using US standard 120V ac 60Hz as input for this circuit. For some reason after I rectify the circuit the frequency is jumping to 120. I believe its because both cycles are being rectified. I wont to bring it back to 60Hz without losing RMS. Also I want to place a voltage regulator that turns off when a 12V voltage is reached in the battery. i am having problems setting this up.

It is basically a buck (step-down) converter. Utilizing an igbt as a switch.
