Troubleshooting circuit

Hi,I have problem lighting up my circuit.I'm not sure whither i have place my VCC wrongly or ground wrongly or maybe some other things.

Can anyone help me troubleshoot

1. CA(U1) - common anode. You should connect it with Vcc.
2. Between U1 and outputs of U2A, U3A....U8A it is necessary to put resistors (for example, 300 Ohm).

As stated, correct the LED connection and add the series resistors.  Also, for debuging, add the 7447 LED circuit you asked about previously.  Once you get your NAND gate solution, you can delete the debug circuit.
