Using Utiboard10.0. 2 layer board. Had powerplanes on both top and bottom layer. Needed to make a small change and deleted both power planes. Made my change and tried to put the powerplanes back but I am locked out - can not select layer but can select net to attached powerplane too. A lot of isolated islands were left after deleting the two powerplanes and deleted all of them, still no help.

If possible, can you post your design on the forum? It is much easier to help when I have a design to look at.
In absence of a design, I'm guessing that you "deleted" the power plane by removing all of the islands, but, this doesn't actually delete the power plane. This is a known issue in Ultiboard 10.0, and so if you've really deleted all copper islands so that there is nothing to select, you'll need to either send your file to our technical support (if they don't know how to fix it, give them my name and I can manually edit the file) or post your file here and I can remove the power plane for you.

I had a look at your design, and tried the following (in Ultiboard v10)
I only had 'enable slecting copper area's' ON.
Then made a selection over the entire board...
Visually, I could only see a selection on the edge of the board.
Then pressed delete.... and I guess the power planes were gone?
I could not select anything anomore afterwards...
