Have you tried using different port numbers? Do you get an error?
You mentioned that you have a dual booted machine. Did you install the Internet toolkit and CVI on your Windows 98 side, or are you just trying to call CVI from the WinXP drive? If this is the case, I would suggest installing CVI on your Win98 machine along with the Internet toolkit. Also keep in mind that CVI 7.1 no longer supports Windows 98 if that is the version you are using.

Also, you if you haven't tried installing CVI and the Internet toolkit on your Windows 98 drive, I would give this a try.
i manage to slow the window 98 online problem, i install the PWS(personal web server) function for window 98 and i was able to slove the online problem.
