Can Lookout Operate in any way with multiple monitors/video boards in one computer?

Windows supports multie monitors in varios wasy. Can I utilize Lookout with this functionality?

Lookout works like any other standard Windows applications with multiple monitors -- the windows and panels span across multiple monitors, etc. There are no special issues for Lookout.

I have seen this working fine on my colleague's machine with two video cards.

Using one webclient screen and a Lookout screen.  All versions after 5.1 can only run one instance of Lookout.  You can create a webclient version and display it in fullscreen.

I dont believe you need a client license for the same computer...

Since lookout can only run one instance, you cannot open multiple lookout instance on different panels.

But you can expand the lookout main window to fill up two monitors, and put different lookout panels on different monitor.
