Is this part of the operating system or part of the sotware package I created the install disks with??

Hi,

That is actually part of the Operating System, you can get this message in some old versions of Windows or if there is something wrong with the installer engine in your OS. The component that is missing is most likely msiexec.exe, there could also be a problem witht he registration of the exe. Here is a link to Microsoft's site with some troubleshooting info. Try testing you installer in some other machine to see if it actually works there.
