Sorry, don't understand that was in use of a special product like NI LabWindow, I answered for basic C code.

Here http://zone.ni.com/reference/en-XX/help/370051Y-01/cvi/programmerref/availability_win32_functions/ is detailed the function of win32 api.
There is getfileatttributes and other getfile functions, with associated librairies, try to include the librairies / use the function, if it work, that's good.
I've edit the stackoverflow post, think to update yours and maybe to close it.

We can't know... LabWindows/CVI is available both in a 'base' and a 'full' version.
What does the Certificate of Ownership (or Help / About LabWindows/CVI) tell you?
